i don't see how the mot center could dictate what tax you pay.I should imagine it will be all new cars that will be afected.
Its another £30 over what is paid at the moment. That is not going to put anyone off. It is designed to placate the antis and raise the extra tax that the goverment is going to lose from excise duty elsewhere.
your right £30 extra is nothing and wont put peeps off, its a drop in the ocean compared to the fuel costs and depreciation.
