can anyone tell me what causes turbo delay my turbo kicks in reluctly and late making it run bad

If this is a TDI than I may be able to help.
I had the same sort of thing and it turned out to be the pin that works under the diaphragm in the boost pump on the injector pump assembly. The pin bears against a taper and can sieze up. You have to free it off.
Of course it could be a number of other things but this is certainly a possibility.
I can give detailed instructions if you think this is the problem and it is isn't too hard to do either!

i have had the cover of and the diapham moves ok on the pin

Have you got a split in the pipe that goes from turbo to boost pump or is it clogged? I fitted a new one and it cost 6 quid I think.
I gather the banjo the boost end is fragile - could that have split or something?
