How to fix lights to roof rack?

I have a work light that I want to fix to the back of my roof rack but I dont seem to be able to find any brackets anywhere.  The bar I want to attach to is roughly 1" box - is drilling it the only option?  

Have tried local motor factors as well as paddocks / craddocks.  Anyone any ideas?

An exhaust type U clamp may do the trick
