somewhat confused way of thinking

Hi folks,
I just found this  article on the SkyNews website.
Apparently the Prison Service is to introduce a database to keep track of prisoners who are on the run from open prisons.
Now, am I missing the point?
I thought that the idea of prisons was to keep them in, therefore why is there the need for a database of who has escaped? Shouldn't there already be a database for who is 'resident', and if they are not in their ensuite apartments at curfew time, then they are deemed as 'not resident'?
 The new system will keep tabs on them. Why not arrest them and put them back inside?

Yeah, I heard about this on the Beeb this morning. It seems they don't actually know how many have done a runner because the records system is so innadequate  :shock: What is the point of spending tax payers money convicting criminals, only to fail to record they exist after sentencing? Might as well just ignore the fact they committed an offence in the first place. We'd be no worse off.

Of course, I don't really believe what I've just said, but sometimes I really wonder about what goes on in this country of ours.
