As Disco-Ron has said there is a great deal to be said for self-moderation, indeed it is the very cornerstone of human life.
There are several thoughts about people that annoy other people, it could be that the personalities of the two individuals are just incompatible, my parents are a prime example of this, in some cases people are too simple to understand they are causing a nuisance, on other occasions people do it to deliberately invoke a reactions.
In all or any of the above there is a very very simple solution, simply refrain from replying, or even reading the source of annoyance. Be the source of irritation be intentional or just miss guided, most people will grow tired of talking to themselves.
If that's too difficult, in the forthcoming months we'll be moving to a different set of forum software which has an ignore list function, so you can effectively remove people you chose to ignore from your own private little world.
However, at the present time deliberate attacks against members cannot be tolerated, I'm sorry but I'm sure you'll agree we must protect each and every member with the same level of vigour as we would any other.
