wheel arch rust

I have a 300 Tdi Discovery. Not had it long and its my first Landrover. It has paint bubble in the rear door wheel arches and I have since found out that most discoveries have this. Mine is rotten through the size of a 50p piece and can see the wheel. How do I go about filling this? Could I fit a new part of the body work/wheel arch? Why are these areas of the bodywork not covered so water from the wheels do not spray onto the underside of the body?
Thx Ian

Ours is the same at the moment, paint bubbles and a hole on one arch.
I've been told that filler isn't the thing to use as its 12" from the seat belt mount.

a bit of work with the welder and a hammer should sort you. I have done both sides on mine, then just smoothed a bit of isopon (metal one) over the top to give a nice surface.

just had to do this to mine just welded a plate over the hole, it failed the mot on it so just got the retest to get done
i,d advise anyone that see,s a rust bubble developing to sort it sooner rather than later as it only gets worse
