can any one else see the oil cost rise?

what i can't work out is .... if companies like Tesco (LoD) are using hteir recycled veg oil to make bio diesel...... we are technically using less diesel therefore how come they shaft us again everytime the price of a barrel goes up? or am i being simple? that'll be it !
