idle speed jumping

help my rev counter is jumping up and down when idleling and also find it hard to start and it cuts out when im slowing down everything is fine when at normal running speed

diesel or petrol ?
does the engine physically hunt ( rev up and down) at tick-over ? or is it only the rev counter
if its a diesel, id be inclined to think that the lift pump is jiggered
remove the fuel filter and see if its full...it should be...if it aint your lift pump has died
whilst your at it fit a new fuel filter

hi the actual speed of the engine changes,i took the old fuel filter off and it was full and have also changed it but still got the same problem.its a diesel 300tdi
