I'd have a go at building one, but initial testing would be carried out by a dummy while I lurk a decent distance away behind some sandbags!

One for Buster (of Mythbusters fame) to test methinks - wire him up to sense heat and electric shocks, place cutter in hand, retire to safe distance (the other side of a nice big mountain should do) and throw the switch!  :lol:

 Yep that would be right for anyone who tried it.
 Although someone probably went through this process to invent a plasma cutter in the first place.
 
One for Buster (of Mythbusters fame) to test methinks - wire him up to sense heat and electric shocks, place cutter in hand, retire to safe distance (the other side of a nice big mountain should do) and throw the switch!  :lol:

 Insert experiment in large metal contain making sure the container is well insulated from all electrical components and stupendously well Earthed (EG about 50mm diameter wire attached to container and to ground).
