Disco II Starting Issues

A friend of mine is having troubles with his Disco - Here is the description of is problems - Any info would be very welcome

"Hi All,
Well I seem to have messed up the electrics some how, any ideas why I am getting the symptoms I have?
I have a 1999 V8 DII (UK), for years I have had oil seeping from the front crankshaft oil seal and now the ACE pump appears to be leaking as well.
This has resulted in the underside of the engine to become caked in oil deposits. So before I start correcting the leaks I decided to clean the underside and front of the engine first.
I used a de-greaser (GUNK) and old paint brush to get to all areas around the engine sump and up the front towards the water pump area and front axle casing.
After leaving that to soak for 24 hours, I then used an old Karcher jet wash from underneath to clean it all off (the jetwash is not the most powerful sprayer as it leaks water from the pump body).
Whilst using the jet wash I must admit that it did spray around the engine knock sensor and to the back of the sump by the junction with the bell housing where there seems to be a sensor of somekind behind a small cowling (flywheel position sensor maybe?).
I didn't really spray around the otherside of the engine  where the starter motor is situated (driver's side in the UK).
I didn't spray the top of the engine so I doubt it went any where near the coils or HT leads.
Now when I turn the ignition key to the ignition position II the dashboard lights up as expected (and warning lights go out after test), however, the hazard warning lights start flashing.
Turning the key to OFF and removing it results in the dashboard lights going out as expected bu the hazard warning lights continue to flash. I have to remove the battery -ve cable to stop them.
Turning the key to the start position results in the starter motor turning the engine over correctly but the engine does not start.
 
So, any ideas what damage I have caused? I can understand getting water into a sensor might cause the engine not to start, but, I am puzzled why the hazard warning lights start flashing and don't go out as the vehicle is capable of wading in low level water - which it has done before without problems.
Am I correct in thinking that the engine ECU and BCEM are situated inside the passenger compartment and so I will not have forced water inside one of these units?
 
Any ideas/experience of similar problems would be appreciated."

Update - After a bit of research on the web, this may be linked to the inertia Fuel cut off switch, which apparently immobilises the engine and puts the hazards on ie: if some one runs into the back of you.

Any info, referances in manuals or similiar experiences would be useful to know, as this seems to be an info grey area
