What are the holes for in the mod style bumperettes

partno: RRC2970 RRC2971
Bearmach 'heavy duty' bumperettes as supplied by Devon4x4, what are the two re-enforced holes for that are in the inboard struts?

seem's they are for shackle attachment, the top hole for lifting, the bottom for tie down  :-k
