Was it a fertilizer bomb? Haven't followed the story since it happened. Thinking that for many a year that nitrogen based fertilizer has had fire retardant additive so would need some time consuming and fairly involved processing to make go bang rather than fizzle hence these cruder things.
I was under the impression this was more low tech device that can be put together in a short amount of time where the idea is to create a rapid and intensive fire which can not be easily extinguished in the time it takes for the payload (cylinders of gas) to explode. Except they seem to try and ignite the fire within the vehicle in a fuel rich environment which is subsequently void of oxygen :)
There is also a very different beast of fuel air explosives which I don't think they have tried yet which involves atomising liquid fuel and igniting to much more devastating effect, it's about the blast not fire. The military have developed the technology further. The off shore survival course I attended had a demo of the effect from an atomised 100ml can of lighter fuel - enough to destroy a large room in a hefty explosion.
