Depends on whether you mean to replace the whole light or just the bulb. If the latter then go for one iv the various percentage improvement types that still draw the standard 55w power then you are still legal and your wiring will be up to it.

I believe a lot of the problem is to do with volt drop. old wiring and a bit on the thin side as well.
Using relays with a nice healthy supply (fused) direct from the battery would help loads.
Also, I've read that people have had good results from the Halfords own brand of brighter bulbs I think they are called Extreme Brilliance.

I fitted some Wipac crystal lenses with some "Bright White" bulbs (can't remember brand) with amazing improvement. So much so, when I sold the 90 I moved the lights onto my RRC.

Andrew has the right idea here.
There is a fair voltage drop considering the electricity has to run all the way from the battery through the fuses and then up to the switches IGN Light / main and dip, then another minor detour then finally making it to the head lights. It does mean that you might not be getting all the voltage you could have. Not to mention that the contacts in the switches are hardly the best quality either and prone to giving trouble.
Taker the load off the system and use relays with a big fat supply cable and coupled with Wipac crystals and some decent bulbs you will soon see where you are going.
