VOSA have been threatening to remove the 'dual purpose' exemption for a couple of years. Last time I checked, they still hadn't done so.
Since the introduction of the computerised MOT system, the 'Dual purpose' exemption was due to be removed. Here is a good article:

She ran the other evening, but wouldn't rev. Got to get the chokes sorted out to get it rich enough while cold. Then air cleaner assembly and exhaust to go on. Then plenty of tedious running in before going on the rolling road.
