I think you've missed the point. Look at the FAQ where it is explianed in some detail how

It's illegal to obscure your number plate
Cameras won't read an obscured number plate
Speeding fines are 60 quid plus 3 points
An obscure number plate is 30 quid and no points

But they emphasise that you should be careful not to obscure your number plate.

I'm not saying how I know, but you need to muddy your number plate a hell of a lot to fool an ANPR camera, to the point of putting lumps of mud on. As soon as the IR flash goes off the plates shine on through.  So these muppets will not only be acting illegaly but they'll probably be wasting their time. :P

How does IR cope with clay based mud though? There's mud and mud!

I would be genuinly interested to know how IR can deal with mud of different types. A feel a google session coming on!

The only problem is that the ANPR in police vehicles will not read the vehicle and then even if you've not been speeding you'll get charged with attempting to pervert the course of justice.

It was on one of the police stop type programs recently. Guy had used something to fool the cameras and got caught.

Nope don't think so, they use more than one flash as far as I'm aware (three different wavelengths) so one would probably still get you, not sure if they're all IR but I don't think they are. There was rumours that the M4 corridor is using this technology for speed cameras, everyone else is just using it for journey times and, of course, congestion charging.

The other approach then would be dazzle the cameras with an IR laser concealed above or through a hole in the number plate. Using a convex lens to spread the beam a <1W 808nm pump laser diode would easily saturate (but not kill for good) the camera CCD. Certainly it would render the number plate unreadable and be undectable too.

Strangely enough though- speeding fines/cameras don't seem to be much of an issue with the drivers on this motoring forum. The cars we drive are as aerodynic as housebricks and have acceleration of the '0-60 eventually' kind!
