I am looking for info in identifying clubs or off-road groups that have established liaison with Emergency Services to be able to provide assistance and support in emergencies and flooding/disasters/missing persons etc.?

I'm a member of MROC (Midland Rover Owners Club) and they used to supply this service to local authorities. i think that it all stopped due to Health & Safety/Insurance Risks.
Some specialist "clubs" do still provide this, but persons have to be qualified and registered with that authority (refer to using a chain saw when clearing lanes. you can use a saw, but you cannot use a chain saw unless your registered with the local authority (H&S again).
