Someone's probably thinking of 2 things.
1. Bonnet mascots are illegal on vehicles registered after a certain date {I think??)
2. Type Approval(?) regulations for post 1.8.98 vehicles.
I don't foresee any problems on that score, even factory fresh Defenders still have the bonnet mounted option as far as I know
Special Vehicles certainly mount them on there (they modify the 110/130 for the Public Utilities etc...)
Did the person actually meant that a proper mounting kit is not available?, & hence a home-made kit would not be type-approved??

BTM,the bonnet mounted spares arent an option AFAIK due to the bonnet deflection  ontop o the engine,
thus why i think all the wolfs have a side mounted spare wheel

I'm sure I've seen kits for the Td5
For the Wolf, it maybe as much to do with visibilty issues??
But I stand corrected

My 97' regularly has a bonnet mounted spare...... I hate it cos You can't see Booger all especially offroad but I didn't think i was breaking any laws.
