Yes before he kills someone.

Yes.
If some thing does happen & the Horses also get loose, they could also cause untold problems for other pedestrians & traffic.
If it did happen & you know you could have possibly prevented it, how would you feel?
-
Definately, I wouldn't want to see a horse get loose if anything should happen. We had one get away from its driver was pullin one of those silly one seat things and it came on our street half out of its mind cos its driver had been abusing it with a whip. Did a LOT of damage to neighbours cars and property. Some people just need saving from themselves sometimes :?
-
Tell him how dangerous it is. It may have been one of those "I could see no other solution" type of things, which although very dangerous, may have only happened this once, and may never happen again.
Let him know he's a danger not only to other drivers and pedestrians, but to the horses in the back as well. If you see it again, you'll feel compelled to call the Police for everyone's safety to prevent an accident in the future.
Obviously if he's planning to do this thing all the time, and plans to leave towing the trailer the same way he arrived, with no thought to other road users - call the Police.
Towing that kind of thing with a Pug 205 should have scared the sh*t out of him anyway!
-
Because an animal is involved and the fact that it's dangerous to others id say report him.
Bit of a case of pot calling the kettle black on my part though, I had a fully loaded hay trailer on the back of the landy, about 6Tone. Was between two tractors and on a little single track country lane though. Where as they may be using major roads and putting other people at risk.

Interesting reading. Just out of curiosity, how much does your average Horse weigh and how much does a horse box weigh? I also assume a horse box IS a braked trailer unit.

good question not a clue
it was braked and a rough guess in the office was 1500 - 1700 Kg with horses
pug towing weight is about 900Kg

Just did a bit of research (this is all pretty much like caravans) and, the lightest single horse box weighs unladen 585kg but average is around 650kg and most twin horse boxes weigh around 850 kg unladen. The average horse weighs around 550kg plus tack.
I've seen a few Freelanders pulling a twin horse box round here, their max tow is 1800kg so they are probably over the limit !
-
the horse in the pic i posted weighs 874kg
