without a doubt Top Secret is one of the best.
My suggestions are:

Space balls (Star Wars)
Airplane 1&2 (Airport series)
Men In Tights (Robin Hood, Prince of Thieves)
Casino Royale, the 1960's version with Woody Allen, David Niven and Peter Sellers, all being James Bond.
Loaded Weapon (Lethal Weapon)
Hot Shots (Top Gun)

Airplane 1&2, top suggestions, I like anything with Leslie Neilson in...

The Naked Gun (all of them)

Police Squad! (although not a film but a spoof type tv programme, only ever made 6 episodes and I have all 6 on 2 videos - you know those big plastic things with tape inside!!)

Almost got into Big trouble watching them at Washington Dulles Airport as we were sat in the Airpot Bar watching them whilst waiting for our flight back to Blighty, missed the call and they had to come and find us!

Fortunately my Sgt Maj couldn't say a word as it was his round when they got to us :D
