its probably siezed, lots of wd40 around the linkages, and gently ease it off, and i mean gently, you can crack the selecta plate and have a huge oil leak, like what i did

I have the same issue myself, its solid when trying to move it accross, but at the same time allows me to swap between high and low ratio.

I have tried the wd40 trick for some 2 hours and with the use of a bar trying to move over the linkage but to no avail. When i get the time i will be removing the plate thats rivet around the diff lock lever and accessing it from above. Failing that then normal 4WD will have to do

Had the same problem with my 300 TDI and someone sent me this link click here (http://home.twcny.rr.com/eeibooks/rover/discodifflock.htm)

Follow the instructions and you will free the difflock. Then use the difflock to ensure that it stays free
