new starter and new battery. what amps are you getting when turning the engine over. Also has been knowen for new batterys to have fauilt plates so not giving out full power
-
Have you tried bypassing the ignition system....., i.e. run cable from battery to solenoid with ignition on and see if it turns over/starts...., if that works then it could be the ignition relay/circuit :!:

Also try reading the battery voltage whilst cranking.

Yes i have by passed the ign system no joy however i think a cable is breaking down under load How do i measure the amps when the starter is cranking over???
-
You need to put a amp meter in line with the starter and the live feed to it. Or if you can get hold of a amp meter that connects to the live feed into the car that would give you some idea of the capacity of the battery. or pop down to a garage and ask if they have a battery tester

Maybe that new starter is fubar.
Did you try putting your jump leads onto the starter terminals?
Did you try shorting the solenoid terminal on the starter to the battery terminal (hot-wiring)?
Is the engine ok?
