It's an underbridge unit from EPL, they won't be very happy as there aren't very many of them that size in the country.  My guess would be a faulty handbrake.

Well that explains it then.  He was obviously trying to inspect under the bridge.

If the driver was in the cab at the time, I suspect they'll have a cleaning bill, as having 32 tonnes behind you with the nose pointing towards the ground 10 feet away must cause a little anxiety.
