I had an advisory on mine, but it had got pretty bad. I assume it should fail if it's leaking and could cause subsequent swivel failure.

It should only fail if it'sleaking onto the road surface.  Give them a wipe down.

The swivel itself leaking would at best be an advisory. It's when it gets onto the brakes/tyres that it fails. A leaking swivel is usually accompanied by play in the swivel pins, which would fail.
