they go under the bullbar to mount the bull bar.

Its a envolope you can get the from all good post offices.......

They look like standard bumper retaining plates. You can get them from any LR spares place od dealer parts

From the info on the 'sheet' it isn't a 'steep' learning curve to find the road to farnham !!!!! The half we can see is the difficult bit - the bit we can't is easy.

Possibly they had captive nuts on them, judging by the clips that appear to be empty

The clips clips on to the bumper and the bar inside is threaded to act as two captive nuts for the bumper bolt. Quite a number of aftermarket bumpers/bull bars are designed to use the same bolt positions and the LR retaining plates above.

They're called brackets and they go on cars !
