I wouldn't agree with that.

Air in system still, lack of fluid, water in fluid,  faulty master cylinder ( I have had cheapy and genuine masters faulty out of box), one of the Slave cylinder seals has failed, Cross threaded new pipe union leaking, no vacuum on the servo. Check fluid level, check for leaks, ensure the entire system is bled correctly then look for fault iin major components - do not rule out the new ones as not being faulty.

Also if the rear drum shoes springs have been wrongly fitted it can cause this problem by retracting the shoes to far off the drum. Also brakes need bleeding in the right order to expel air.

if you drive along pump up the brakes
are they ok for a few hundered yard then you will need pump them back up again ?
as that's a tell tale sign its got a broken up wheel bearing

if not, it hits the floor constant
theres air in the system some where, and it'll be in the master cyl i'd think if it hits the floor every time

The shoes on the rear drums might need adjusting to take the slack out of them.  ;)

I would the suggest looking at the front wheel bearings to  - check for play etc

I had a bearing break up and I lost pedal as the disc out of line moved the pistons back , pump the pedal and back the brakes came.
