is there anyway you can check if the wastegate actuator is working properly, without fiitting a boost guage

In what way? a boost guage is the easiest option and will tell you everything you need to know.

Sorry to jump in here,
But should a boost guage read negative boost at tick over on a 300 tdi?
or just sit at 0 boost?

On a deisel they can go a bit negative (even if they read zero with the engine off, not all do :roll:) because at idle there should be no boost, so what you are seeing is the restriction of the inlet and air filter. 

If you can get that reading down by say changing the filter that would be good.

On a petrol car the boost guage should go well nagative, but I can't remember how much.

 mines sits at 0 when ticking over so thats ok is it?

Yes I'd be pleased with that.  On a petrol car of course you have a throttle butterfly but only clean air act type deisel engines have throttles so you shouldn't expect huge amounts of vacuum, but a bit can be expected.
