Sure there is a company call Kent they do good restorer
-
I use armour all it cleans and brings the black back on plastic and rubber with out going white after a while like back to black... :D

You could try acetone to clean them (nail polish remover) , works wonders on rubber printer rollers and makes them grippy again. Then why not use some bumper restorer or even tyre wall gloss stuff that comes in a spray can.

Autoglym do a proper vinyl and rubber care or a bumper care, the later is a bit oil but both will clean and protect.

You can get a welly-boot spray, I think its silicone based, I got some for my Hunter boots that were cracked and perished. They came up like new!
Try Hunters or Le Chameau website
