 Fog lights are to be used in poor driving conditions like spray heavy snow or  fog  chances are police would fine you for using roof light on public road

The law says you can use fog lights in conditions of fog or falling snow when visibility is reduced to 100meters or less.  Top tip then, if I can read the number plate of the car ahead chances are I don't need a fog light to tell me it's there

Personally i think the law should also make it so that fog lights cancel automatically when the lights or engine get turned off, doubtless we will be seeing fog lights left on for a few days now

I do believe that is case (Certainly in EU) and probably has been for rear fog Lights since at least 2001 I think that also includes fronts.

I always thought it would be better for a buzzer to keep screaming the word "FOG!!!" at you if you were doing more than 20mph with the fog lights on,  if you really need them you shouldn't be driving quickly :)

Not spray but you are right on the other 2 points.

About the spot lights on the roof bar, as someone else said, you are allowed to buy them, fit them, and use them offroad. The law is quite clear on what you can and cannot display re: lighting.

You MUST use headlights when visibility is seriously reduced, generally when you cannot see for more than 100 metres (328 feet). You may also use front or rear fog lights but you MUST switch them off when visibility improves (see Rule 236).

I have completed my Advanced driving test with the police and I was told to use my 6 hella roof lights as its giving a safer drive. The same rule with main beam and they should be linked to the stalk to turn both out togerther if you have dwellings or oncomming vehicles.

That was a police officer that told me that.

Its an urban myth dating back to some pretty old lighting laws that says roof lights are illegal.

There used to be a maximum height of 42" for main beam and "auxillary main beam lights" (no such thing as spot lights in law) but there no longer is - likewise the max height for fog lights used to be 24" but this too has been relaxed to 1200mm (higher than the old spot light max height)

Its all here - http://www.opsi.gov.uk/si/si1989/Uksi_19891796_en_1.htm - not a straightforward read but simple enough when you find the relevant section to what you're looking for.
