quickest check   stick a test lamp /bulb  or volt meter on first glowplug   where wire bolts on ....switch ignition on should light up ....if it does  remove wire off glowplugs and apply battery volts to glowplug   should "arc" when wire touches ..check all  whether they new or not ...

if no volts or light on when ignition turned on  go for relay check !!!!

eugene, after the smoking party we had down the site that time when the glow wire earthed out on the manifold, did you ever check the wiring in the motor where the loom plugs into?just a thought mate, maybe it is just a fuse

I don't know about the 200 TDi but my wife's 300 had a fuseanble link near the battery, the glow plug wiring loom isn't very long.  My sister's later 300TDi (kater that year I might add) has a proper fuse next to the battery.
