any excuse aint it, they blame the state of our roads on ice damage its not its just poor maintence

It's both, to be fair. The freezing has made things worse, but only because there were already cracks and potholes for the water to fill and then freeze in.
I do worry that the cops will now get a lot of spurious calls by local busybodies about people who are in fact driving sensibly on a legal right of way though. It would also have been good to see the BBC point out that 4x4 groups do take part in enforcement days, although considering their editorial leanings I'm not too surprised that they didn't mention it...

It is a problem that has always been there in any sport or recreational activity. The idiot section will always bring the legitimate section into disrepute.
I have an investigation on the go at the moment where 2 4x4's have delibirately driven off a green lane that runs through some ancient woodland and into a pond. The landowner is quite rightly a bit jarred off, but I did point out to him that not all offroaders are idiots.
I would suggest that as we all want to protect our legitimate access to lanes; as such it is our responsibility to shop the idiots to the local Police Wildlife Crime Officer.
