first; what color are defender white wheels i.e. color code?
second; how would one permanantly attach rubber to stainless steel without bolts or screws i.e. what glue?

No glue I'm aware of will permenantly attach rubber to stainless. They both have properties that make it difficult but try an impact adhesive for now.

Lexel elastic adhesive does anything to anything, even if its wet
Or you could try sticks like poo

And Limestone white i think is the colour for the wheels, ive got a set to respray next week so i'll need to find the code too

the idea is to hold a set of hubcaps in place by glueing rubber tube sleaves ot the inside that slide onto the wheel nuts and hold the caps on.

I think it's down to the stresses the parts will be under while spinning at 60mph on the road. I can't really see the rubber hanging onto the nuts for long!

i really don't think anything like that would be able to put up with the centrifugal forces involved i'm afraid :-k I think boss is right, zip ties would do it but obviously you are trying to keep this invisible so don't know what to suggest

dude, NOTHING will bond those materials together for long if it purely an adhesive bond under stresses - might stick for awhile but the joint will age rapidly. If it was manufactured the synthetic material would by moulded and bonded in such a way to form a mechanical joint like an engine mount is.

ok then time for a rethink. would there be any safety/strength/legal implications to riviting on 3 spring type clips to the face of each wheel from the back through the upstand next to where the wheel nuts are?

Try and avoid doing it in the area between the centre flange (where the nuts are) and the outer edge of the cnetre disk, say where the vent holes are. This area of the wheel is the most highly stressed.

ok then would welding on some clips be a stronger alternative (not that i really want to weld stuff to my rims if i can help it as even if painted it will eventually let the metal moth in)?

a set of 9" dia stainless steel hub caps off of a ford 100e from the 1960's. the idea being to hide just the drive flanges and wheel nuts on a set of defender 110 factory steel wheels.

Anyhoo, could you mount them from the drive member.

Make a bracket that bolts onto the flange ?
don't have to go making holes in the wheels what way :)

why? cos it's not been seen recently and i like a challenge.

how about.....
welding some sort of clip or even a nut to the end of the flange, dont mess with the wheels as they hold you on the road
