You didn't miss much. 2 minutes tops. NP ranger gave usual view on how the NP is for walkers, cyclists and horse riders only. Fine if you can walk, cycle or ride a horse. Geoff Wilson said how only 5% of rights of way have vehicular rights and that compromise can be achieved. It works reasonably well in the Lakes.

Because the tracks were once used by horse and carts they can be claimed by off-road enthusiasts as open to all traffic.

Just so long as it is specifically modified for a disabled person and carrying said disabled person.Don't know the specifics but that's the general thing.
