Funny how this sort of thing seems "new" ...... it's been going on since the late 90's in my area....

Yes in some areas its been going on for a long time. But its new in Powys. But theres some areas that do not do it, with some county councils that do not want to know.

they dont seem to like participation of user groups - one springs to mind straight away.

I put it down to them feeling insecure

...anyway great news for the 4x4!!!
