Sorry their not Neons. :cry:
 The picture was taken with a long exposure the red lights are actually a flash used to highlight areas. If you look at the stars you can see they have moved over the 5 min time frame :)

I dug out this old 'star trail' photo I took many years ago. I think the exposure is about 15 minutes. The photo was taken looking out to sea at the Eddystone Lighthouse (white light on horizon) some 8 miles out to sea. The other lights are 'ship trails' (about 8 different ships- passing in the night!). The closest boat is clearly bobbing about in the waves!

You might also notice that the stars record as different colours on star trail photos. This is because film is good at showing the real colours of the stars. Hot stars are white and blue. Cooler types of star are orange and red.

For long exposures an old, manual shutter 'real' film camera is essential. Not only are digital CCD chips poor at recording in low light- you'll drain the batteries very quickly!

On the plus side people are dumping film SLR kit for give-away prices at the moment in the rush for digital. Loads of cheap stuff on e-bay!
