A question about rocks?

I found this on one of our local beaches today




It is 5" wide, 2" tall & 2" deep
It appears to be made of concrete but it has a plastic cone with 3 plastic legs
The legs are almost level into the concrete and the cone centre has 4 cut outs which the stone is bulging through.
Any one know what it could be?
Its very odd

Looks like whats left of a patio umbrella base , outer shell eroded away
so many hills , so little time ....

My total guess would be a fishing net weight for a trauler. The plastic would help the rope go through or lock it in place etc?
