I got my 300tdi timing tool kit from Dingcroft, bit pricey but have used it a few times already so already paid for itself.
I bought the kit for the pump pulley clamping tool to allow removal of the injection pump without effecting timing/belt, and also the crank damper puller, the locking pins come with the kit too.

If you just need the timing lock pins they can be made using suitable sized drill bits or similar, there are details elsewhere on web and I think the haynes manual gives info on makeshift pins too. I have used a reversing warning light switch to lock the flywheel before. Also have accurately drilled a wading plug on a lathe to allow a suitable peg (drill bit) to be inserted to lock the flywheel. The pumps timing pin can be an 11mm drill bit I think.

The Dingcroft website if you want to fork out...

just take the plug out and stick a drill bit in the flywheel. as long as its roughly in the middle of the hole then your ok.
