fitted new panhard rod but............

fitted new panhard rod but the bolt that fastens into the passenger side axel is threaded and keeps turning , but is very tight , what shall i do for the best as the panhard is still loose , i dont think i can get a nut on the back , has anyone else had this problem , it threaded the hole due to a original seized bolt that kept on turning against the old rubber
