anti stall/idle govenor

should it be possible to gently lift the clutch whilst in gear and have the car move off at idle without stalling and then work up through the gears and still move forward? my transit will but the 200 will not. is it meant to be able to or if not is there a way to make it do so?

i've managed to get my 200 up to third doing this (ran out of car park at that point).
