TBH I'd have said the same, if it doesn't go off the scale or boil over then it's fine, the degree of acuracy of the standard guage isn't great but a difference of a few degrees will make the needle move as you describe. I would strat by looking at the state of the rad/cooling system.
Plus, when you skim the heads you should fit a composite/thicker head gasket to allow for the metal you have removed, otherwise you are raising your compression ratio and will damage the engine by causing excessive pinking, this will itself lead to over-heating!
